Resolution: Can't Fix - Engine Issue

Issue #28221: Water doesn't work in location ForestGroveMarshExt03 (0000E493)

 
There's an area behind the large dam doors where water is just a visual. If you fall through it you'll keep falling until you land on the ground. If you walk to the sides until you change the cell you'll start swimming again.
