Issue #28246: Assist the people of the reach won't progress

 
I've run into this issue before in the vanilla game but I'm playing SE with mods (including USSEP) & I completely forgot that Markarth has an "order of operations". I helped out a couple citizens, met Eltrys at the shrine of Talos, then went to jarl to start the thane missions. Since then, my "assist the people of the reach" quest has been stuck at (3/5). I've completed the Forsworn & Cidhna mine quests & tried turning in a few more "assist people" quests but my quests has not changed from (3/5).

Being thane would be nice since I did all the work & I'd really like this quest out of my journal. :headbang:

We're going to need to know which NPCs you talked to. Examining the event scripts indicates it should make no difference when you assist them as long as they're in the right crime faction.

We may also need a current save to examine in case it turns out to be something else.
