Issue #28403: Cicero grows

 
The refs for the first two versions of Cicero that you encounter (on the road and in the Falkreath DB Sanctuary) are scaled to 0.9 times normal, but the Cicero you get at Dawnstar is inexplicably full normal size.

I suspect this was intentional because the previous instances have limited interaction with AI markers and such and the one that shows up in the Dawnstar Sanctuary is able to sandbox freely and can follow you around to unspecified locations and interact with unspecified objects.
