Issue #28404: Crescius Caerellius doesn't appear

 
If you start the quest "An Axe to Find" with the "Final Descent" quest active, Crescius Caerellius will not appear in his home nor in Raven Rock Mine, making it impossible to get Glover's Ancient Nordic Pickaxe from him to complete the quest.

I got this bug with USSEP installed.

This isn't a valid issue since both of these quests run concurrently. There is no way he can't appear at his designated location without interference from some other mod.
