Issue #28427: Floating rock with ID 00091F3C, Tamriel 18, -21

 
This rock (00091F3C) is floating a good bit off the ground, and should probably have the landscape popped up to cover it up.
Screenshot attached is with mods, but none of them touched LAND records in this area or the rock itself, and I was able to reproduce it with only USSEP and More Informative Console installed. RefID and approx. coordinates are also included in the screenshot.
Very Low because it's just ugly, but won't cause any crashes or otherwise.
