Issue #28437: References with missing enable parent settings at Thicket Excavations

Some objects that are placed well underneath the water before Thicket Excavations is drained are missing their enable parent settings. The vast majority of references do have this setting, but Bethesda missed some. They should only be getting enabled after the quarry is drained because otherwise they can float to the surface of the water or will get scattered around in some other way that wasn't intended. These are all movable objects, except in one case, where there's a loot chest way down at the bottom that was obviously not supposed to be enabled early on either.
