Issue #28457: Jacob Orden has leftover dialogue from MS17 after Covenant becomes a settlement

After completing Humor Error (MS17) Jacob Orden will have dialogue leftover from the quest (even after Covenant becomes a settlement) warning the player about Honest Dan (see first screenshot linked above). It's probably obvious that this only happens if you side with the Covenant settlers, since they will be hostile upon returning otherwise. Additionally, this dialogue leads to a partially broken dialogue tree (see second screenshot linked above).

A save is attached to this ticket, if needed. It's in Covenant, so all you should need to do is find Jacob to test this.

This line is on DialogueCovenant, not on MS17. Makes sense, eh ?
Anyway, that topic already checks for MS17, but for an inappropriate stage (stage 750 is either rarely set or not used at all). I modified this to check whether MS17 is completed.
