Issue #28839: Mystery Meat Theodore Collins not hostile

 
Following through the quest once you "confront" Theodore Collins shows red in HUD but does not attack the player character. He just stands there and does not react if attacked in anyway. If a companion is with you they will attack him since he shows hostile, but he just stands there while they shoot him repeatedly.

Okay, I did some research on this issue and it appears to be related to killing the cannery robots, and possibly Theodore taking damage prior to walking up to him. However, I am not sure if you have a companion how any of that can be avoided. Additionally, it would seem that Theodore and the cannery robots don't become non-hostile even if you manage to get to him such that you can get his surrender speech, which if you have a companion they may kill him and the cannery robots anyway. So there appears to be 3 issues at work here.

1) Based on player actions prior to walking up to engage Theodore in conversation his AI may bug out, leaving him standing still marked hostile.
2) Even if you were able to engage him in conversation, if you have a companion with you since he is still marked hostile during his surrender speech they may kill him and the cannery robots anyway. As well as triggering the issue with him simply standing still and doing nothing.
3) Then after all that, if you accept his surrender it appears that the cannery robots remain hostile until a cell reset. Which can result in Theodore being dead, kill by the robots upon return to collect your share of the profits.
