Issue #28870: Fix for #23648 prevents walking through the door with power armor

The fix provided for #23648 is a pile of dirt in the floor. This makes the door unusable for players wearing power armor. In normal cases they can't walk through the door, but persisting can result in the player actually getting stuck in the door. An alternative to the pile of dirt would be to use the static object and new mesh I provided in #27846 to fix #23813.

This is a vanilla game issue and is unrelated to what was done in the patch in 23648. The dirt piles I placed were below the surface of the floor, so they can't possibly interfere. If there's a better alternative they can be removed in the future, but as far as I can tell the two issues are unrelated.

I have replaced reference 07033E97 with the more fitting floor piece previously provided by Glitchfinder for other sections of Vault 95.

07033E98 has been removed entirely as it was now redundant.

The dirt pile visible across the door frame was never something we touched because reference 00093d9e is part of a precomb and can't be edited. If that dirt mound is what's causing the problem, it's out of our hands.
