Issue #28903: Terrain Gaps south of CIT Ruins

 
There are two notable gaps adjacent to the riverside sidewalk south of CIT ruins, one on each side of the next bridge east of the wreck of USS Riptide. The provided patch fills the one northwest of the bridge with a single trash pile, while filling the long gap northeast of the bridge with three. The gap to the northeast is directly adjacent to a usable bench, reference ID 000839B0, while there is no good reference to use to find the one northwest of the bridge. Screenshots of the unfilled gaps also provided for comparison.

Note to whoever will be dealing with this issue:

Most refs in this area will be disabled once the institute has been destroyed, exhibiting the crater underneath. Thus, any refs added to fill those gaps will likely need to be linked to the respective enable parent in order to avoid floating trash piles to be left behind.

The crater does not affect either gap in this issue. I checked to make sure when I was making the patch. Both gaps are specifically in precombined meshes, with the only nearby non-precombined reference being a usable park bench on top of the fix for the gap in ScreenShot43. Disabling the refs when the crater shows up would result in the gaps simply appearing below otherwise untouched sidewalk. The bridge I mentioned, between both of these references, is the same one the unofficial patch prevents from being disabled by the bomb. (I can't find the specific issue, but the bridge itself was originally disabled while all objects present on the bridge were left behind, causing them to just float in the air above the river.)
