Issue #28921: Arcwind Point Word Wall Still Broken

 
After downloading the patch, and the bug being initially fixed, the arcwind point word wall bug returned, and wouldn't go away. Specifically, the quest marker won't go away even after having already gotten the word of power from the wall.

Both of the fixes quoted above are still in the patch. I can't think of any reason why you'd still be experiencing the issue unless you have something else in your load order undoing the fixes in the patch.

4515 is not a retroactive fix (and the changelog will be updated to reflect this now) so if you installed the patch after starting the save, it won't be fixable. That's the only reason it wouldn't be working given that the two bugs Pete referenced are still fixed in the patch.
