Veren Duleri was another NPC with this bug. Only skyrim.esm and USSEP modifying them.

This issue has had a reopen request processed which was denied for the following reason:

Try going through your mods one by one and use the process of elimination. Any that edit NPCs and facegen are likely suspects.

Since it's not our job to figure out what's causing the conflict, the request to reopen the issue is denied. Try asking in the general troubleshooting forums somewhere. There are often people on Nexus and other modding sites that are able to help.

That's not the NPCs normal vanilla face. You have a mod conflict causing that.
