Issue #28928: Brown face bug

 
Just some more info on this bug, I believe it is caused by this patch because SSEdit lists ONLY this patch as making edits to this actor:

Apologies I didn't click on the correct one for the working version, his base ID is 0003B43A and is not modified by USSEP only base skyrim.esm
