Issue #28959: Quest DLC04WorkshopBOSAttack03 does not complete properly

 
I have several Defend Settlement Quest for my Raider Settlements, this one has not completed properly a single time. I usually have to complete it using the command line and doing setstage command.

The interesting thing about this one is that it includes a Vertibird, as well as 3 BOS soldiers on the ground underneath it, (arriving after fast travel). The Vertibird just kind hovers in one place never moves until my Raiders Cut it to pieces.

FYI - I have looked all around the settlements as well to try and find the missing enemy as well as waiting for 24 hours.

I believe the attached save should queue a defend settlement quest for nuka-world redrocket not long after you load it.

DLC04WorkshopBOSAttack01 and DLC04WorkshopBOSAttack02 have the same problem.

All quests basically forgot to tell their REScripts when it was safe to shut down. This has to be handled by setting the StopQuestWhenAliasesUnloaded property on REScript to 'true' when the quest has reached a specific stage. That property is 'false' when the quest starts running, in order to prevent it from shutting down prematurely.

The vertibird behviour is another issue and needs more investigation. There's evidence that vertibirds are borked not only on these quests but also on various RE quests. I will open a separate ticket when I find some time to dig into this.
