Issue #29026: Guard extortion bug

When you drop a weapon in front of a guard and pick it up the guard will confront you about it.

If you are disrespectful he will extort you for 50 septims which if you don't pay he is going to arrest you. The option to pay 50 septims however is available even if you have less amount of coins. Furthermore the guard will also accept this reduced amount.

The solution to this would be to add the following condition check to the "See, that wasn't so difficult, was it?" (0002C6A7) line of dialogue in the "Drop weapon, Guard extorts" (WIRemoveItem01) quest:

"Player - GetItemCount (MiscItem: 'Gold001') >= 50.0000 AND"

There is no dialogue option for the player to say that they don't have 50 gold, or for the guard to say that the player doesn't have enough gold if they try to bribe the guard with less than 50 gold on them. This means adding the above condition check to stop the dialogue option from appearing when the player doesn't have at least 50 gold on them may be the only solution.
