Issue #29091: Tempering the Nord Hero Bow

 
Tempering the 'Nord Hero Bow' does not benefit from the 'Steel Smithing' perk despite all other 'Nord Hero' weapons benefiting from said perk. (It used to be impossible to temper the bow at all until version 1.9.26.0.8 of the Official Skyrim Patch, but apparently that patch was flawed).

This appears to have been caused by an undocumented change in USSEP 4.1.5 that shifted the "Nord Hero Bow" to use the honed draugr material instead of the standard draugr material. Honed is handled by the Dwarven Smithing perk and applies to the Supple version of this bow, not to the regular one.

This was not due to a vanilla game bug. All of the settings are correct prior to our undocumented edit - which is being removed now.
