I probably should have been more specific and said "Reference ID," but you can obtain it by opening the console using the ~ key and clicking on the object with your mouse. Any objects that can picked up or interacted with (like the ones you're reporting) should have a RefID, however the console will give you an error when clicking on any objects that are part of a precombined optimization mesh.

That ID is for a feral ghoul at Sunshine Tidings Co-Op. The issue you're reporting is in Nuka-World.

The only way to address this was to move the items out from under the hill. Collision blocks them from being interacted with in their current position. The collision obviously can't be fixed due to precombs.
