Issue #29103: Quest marker on Deacon

 
When the player gets the quest tradecraft, from deacon, the game places a quest marker on deacon. Since there is a quest marker on deacon, it implies that the player needs to talk to him again instead of going to the old highway.

That's expected. The marker is on him because he's who you need to find at the Old Highway. It's just a bit silly in this instance because he obviously hasn't walked away yet.
