Issue #29150: Theft versus Spoils of War
Following the Civil War, one is challenged to raid and eliminate the hidden camp sites of the opposition. Killing these troops is considered an act of war and generates no bounty for the kills.
However, the Items in those camps are all "owned" by either the Imperial Army or the Storm Cloaks, and taking them constitutes a theft and can cause a bounty if observed when taking the items. Now, from my perspective, the items in the opposition camps following the conclusion of the Civil war are spoils, and should not be considered as owned by the opposition any longer. Taking these items (weapons, potions, armor, stuff in drawers and chests, etc) should not be theft. |
While I would agree in principal that you should be able to loot the spoils freely, if you want to do so, make sure you've killed any potential enemy witnesses.
It would be impractical to attempt changing ownership on the number of references at each of these camps.
