Issue #29256: This mod prevents Shank from recognizing valid vassal settlements
Copying what I posted on Nexus:
"I have a major game breaking bug with this mod installed. I actually had it for years before I narrowed it down finally. I have a save right before talking to Shank(Nuka-World) about taking over commonwealth settlements. With no mods installed on that save yet, I can take over the first settlement and then make a vassal one for supplies. With the mod installed, I can take over the first settlement, but then Shank will not recognize any settlements that can be turned into a vassal. Or he will say something along the lines of, don't worry about that now, focus on taking over another settlement. I can take over multiple settlements and he still won't recognize valid vassals. Edit: I used the same settlement and vassal to test with and without this mod installed." Attaching a save file where my character is standing right in front of Shank, who I haven't talked to yet. This save file has no mods installed. To replicate the bug, install Unofficial Fallout 4 Patch, talk to Shank, make Coastal Cottage the target settlement(it shouldn't matter which settlement to take over first) to take over. Without this mod, i made Slog my vassal, but one can't even get that far with this patch installed. I did use the console to increase my character's carry weight by 10,000. But no other mods. #28958 - This should be related to my ticket. if you can get Shank to give you the vassal quest you cannot select it nor advance the quest.
The related issues link has been added. This may even be a duplicate report, but I'll leave it open for the time being.

So if I'm understanding this report correctly, you get the mission from Shank to go take over a settlement on behalf of one of the factions and then after that everything "just breaks".
Ok. So I grabbed the provided save file. did that. Chose one from the list I was given (Taffington Boathouse, though it's not supposed to matter). I go there and intimidate the settler with the quest marker. They leave and the raider from the Operators faction shows up (the ones I told Shank to send). She says her bit, tells me to report back to Shank.
So I go back to Nuka-World and report to Shank. Job well done etc, but now he's sending me back to defend against a rival group of Commonwealth raiders. Except this report says I'm not supposed to be able to get that far with it.
Thing is, UFO4P does not edit this quest, the keywords associated with this quest. or any of the scenes involved in the dialogue for this quest. It shows up properly in the Pip-Boy and everything. All of the objective markers update as they should. I see absolutely no blockage of progress here.

Sorry, I forgot to add that you have to defend the new outpost from Sinner's gang. After that and after you send Shank to said outpost(not sure this changes anything), that is when I can't get any quest from him to make a vassal. I also want to add that Coastal Cottage was the only one I tested it on, so my "(it shouldn't matter which settlement to take over first)" isn't exactly true. I just assumed it wasn't the location but the quest in general, or something was wrong with Shank.
