Issue #29267: Hadvar's Teleporting Horse
Found a minor issue with the opening cutscene. It appears randomly, sometimes happening and sometimes not, so i have no idea what is triggering it, but i have ABSOLUTELY no mods installed aside from USSEP.
Hadvar's horse has a strange habit of teleporting to where he should be standing in front of the prisoner cart with his list. This either confuses hadvar's NPC, who wanders around for a little bit to try and get in position, or failing that he warps inside the horse. Not gamebreaking but looks plain ridiculous. The horse and hadvar stop where they should do, but as soon as the camera locks in place for the cutscene where you get off the cart with ralof and chums, the horse teleports to where hadvar should be going to stand with his list beside the imperial captain. I've never seen this on PC. All the videos are XB1 and switch.
The script solution would be SetRestrained() on the horse. It looks like the horse is following Hadvar, as they do in the wilderness, not teleporting.

This isn't something that can be reproduced on PC. Any videos claiming it can are making a false claim - at no point has an issue like this ever been reported and validated as a strictly vanilla issue. It can happen with certain bad mods, but that's beyond the scope of this project to deal with.
