Resolution: Not A Bug

Issue #29283: All settlers wearing either Radstag Hide Outfit or Explorer Outfit

 
Every generic, unnamed Settler that I encounter in the world (dead or alive) is either wearing a Radstag Hide Outfit or an Explorer Outfit. No other outfits ever show up on them. I've narrowed this issue down to the UFO4P because I started a brand new game with only UFO4P enabled and every unnamed settler still had one of those two outfits on. I started a new vanilla game, and the issue was no longer present - all settlers had more variety to their outfits. I'm 99.9% sure UFO4P is causing this because I had the issue when I played on Xbox a couple months ago and had UFO4P installed. Now I'm on PC and it's happening here too.

UPDATE: I opened UFO4P in Creation Kit and noticed that the Outfits "Wastelander01", "Wastelander02", and "Wastelander02withHood" are missing the Leveled List "LL_Clothing_Settler_Underwear" that's present when Fallout4.esm is the only active plugin. I believe that's the issue!
