Issue #29316: Institute chair clips player out of bounds

When standing up from a chair (00240b09) in the Institute concourse, the player character is pressed between it and the adjacent office cabinet, which slides them through the wall out of bounds.

(The chair is in the same room as the first elevator the player encounters after arriving at the Institute for the first time.)

I tried moving the stool away from the cabinet. That solves the problem with the player clipping into it, but the player will still clip through the wall when they get up off the stool. I also tried moving the stool a little bit away from the wall. That still resulted in the player clipping into the wall and out of bounds. There has to be a better solution here than moving the stool way out in the open, which would probably affect navmeshes.

Going to paste some information here in regards to our discussion in Discord about this bug ticket for later reference.

This is what it looks like in the Creation Kit: https://ibb.co/F67SBh8
