Issue #29334: Galmar will not offer "Battle for Fort Sunguard" after completing compelling tribute

 
After completing "Compelling Tribute", Galmar will pay me the coins for successfully stopping the caravan, but will not give me the "Battle for Fort Sunguard" quest.

Unsuccessful fixes attempted for this include:
Using "movetoqt CWObj" -- this has previously resolved every error of Galmar not offering me the ability to report in
Attacking Galmar
"resetai" on Galmar
"disable" and "enable" on him
Repeating the entirety of the "Compelling Tribute" without using any fast travel or console commands
Wiping out Fort Sunguard without the quest - (worked with fort Neugrad, as it was taken by bandits even once the quest had started)
Forcing "battle for fort sunguard" with console commands
Crying
Validated integrity of my game files
