Issue #29360: Lost Knowledge Raven Rock Mine

 
Neloth will not offer the third lost knowledge quest for Raven Rock Mine. I'm not using any mods other than the Unofficial Patch and SkyUI.
I even deleted Skyrim, did a clean install and then started a new game and everything.
