Issue #29363: Dr. Dean Volkert stuck at his terminal forever and never provided his doctor service

As title, it known bug for years(Fallout wiki and some reddit/other forums' posts talking about this bug since the game released), and I didn't encountered this bug with my First run, but now(third run, played 14 real-day now at level 203) I have this bug happened.

None of solutions from Internet about fixing this bug working.
Made him(and everyone in Institute) hostile to my character and then use his terminal to "repair" the hostile situation did fix him...for only once. After got healed, he went back his terminal and never give shit to my character anymore, tried to talk him and nothing happens, never talk and just use terminal...I guess his AI just ****ed.

I wonder if I did lot of RR/BoS quests, and triggered this bug because he already stuck at that state since I arrived Institute, and never provided his service since then.
I remembered on my 1st run, I only did Minuteman and some early BoS quests before get in Institute, and he seems fine, I think I almost never using his service so I'm not sure...(In my 2nd run I didn't gave any shit to Institute, just doing Project Valkyrie mod's questline and reformed the Institute, so not sure if Dr. Dean Volkert already bugged or not when on that run...)

Well, I actually don't care if he can't provided any doctor service to me since I have other...just teleport to the other place and find other working doctor... it just weird his AI can be so broken even before I tried to talk him... :\

If you can provide a game save where his AI is bugged we may be able to figure out what went wrong, assuming another mod isn't to blame. Otherwise, it's going to be very difficult (or maybe impossible) for us to reproduce on our end.

Well sadly, that's the big problem, my modded FO4 has about ~188+ active mods(and some mods changed by myself because they removed combined meshes records by accident, and something else) so my saved game won't be useful to you guys...even I dig my old saves from first run(no mods) and it'll fall to the problem unless I removed my modded environment and restart a new one.

And I don't want reset my current modded environment right now, I already did twice because some weird glitches happened and wasted lot of time to debugging them.
It just take too much time to debug problems. :(

Any other methods I can do diagnose on my end with console commands or some other tools?
(I also feel my saved game may f***ed already because I encountered some broken radiant quest targets...needed to kill someone but point to a cleared location without enemies, also, my timescale isn't default value[changed to 2 from 20], and may be a other problem to cause the game acting weird sometime...well, at least I know what I am doing and I don't think it's other mods' problem)
