Resolution: Can't Fix - Engine Issue

Issue #29380: "Warning" enemies Constantly Sheath and Unsheath weapons

 
In a vanilla game, COC from the main menu to RiverwoodSleepingGiantInn, exit the inn and go all the way up to the Helgen cave entrance. From there, go south to a camp of three or four bandits, they'll react just the same. There will be at least one bandit stuck in an endless sheat/unsheath loop from distance until you get close enough for them to attack.

Guess is that it is due to filling NPC aliases without doing anything to the alias but need to track down the quest doing this.

Confirmed and acknowledged. Meant to change the ticket status last year but forgot. That being said, chances are that this isn't something we'll be able to address on our end. See Arthmoor's comment on Nexus here.

We've looked into this issue and determined that it isn't something we're able to fix. The behavior for crossing the aggro line isn't within our control and neither is the indecision of the NPC(s) if you're standing right on it. In other words, the issue is engine related and only Bethesda can fix it.
