Issue #29462: Eimar says lines from Meadery in Inn during TG03 Dampened Spirits

 
During TG03, Eimar is moved to Bannered Mare. On the surface, that's somewhat silly, as he doesn't actually have any special lines there. That's in script QF_TG03_0002154F, both Mallus and Eimar are moved together to the same marker.

The simplest solution would be to remove those script lines moving him to Bannered Mare and back.

While Eimar is at Bannered Mare, one of his normal lines make little sense: 000B2968 "If you need to sample some of the finest mead in Skyrim, you're in the right place." should be qualified by both location and quest stage < 10. He has an alternate line once stage 10 is completed.

His other unqualified remark kinda sorta works anywhere, as long as Mallus is nearby. Still, I'd qualify it by location.

All the rest are qualified by quest stage.

But 000B292C "It's a shame the Black-Briar Meadery took this place over. I never liked it as much as our Honningbrew." really makes no sense in Bannered Mare, as it hasn't happened yet. The stage qualifier looks wrong, it shouldn't be said until the last stage of the quest is complete. And probably qualified by location.

Yep, they're using a "Quest Completed" function check, but set it to a value of 10. That's never going to work. It's a boolean check so should have been set to 1. As for the other line, it should have been location qualified for sure.
