Issue #29480: Radio Recruitment Beacon won't shut off

There is a bug in the game that messes up the radio recruitment beacon as soon as you get out of Vault 111 and clam the workshop in Sanctuary. You set up a recruitment beacon the radio signal can become permanently stuck on in the Pip-Boy. I can fast travel and walk away but it won't go away I can store the recruitment beacon and the radio signal will still be there.

I can reproduce this 100%.

I even went as far as reformatting my SSD where all my games are stored and making sure all files and folders are gone from Fallout 4 on my computer
I'll include a save file.

Side note: I do not talk to Codsworth at all.

This has supposedly been around since Automatron. Only thing I've found that definitely works is scrap the wire or turn it off, save and reload the save on PC. Definitely annoying, though and happens with and without the patch.
