Issue #29482: June Warwick is forced to be unessential

 
After talking to June Warwick during the Atom Cats quest she becomes unessential and can't be made essential or protected by any means, through console command or mod.

Her essential status being removed after the quest may be deliberate. It's not uncommon for NPCs to only be essential up until a certain point in the game. Workshop NPCs should always have protected status though.
