Issue #29486: Saarthal Amulet Enchantment doesn’t follow the description

 
The Saarthal Amulet enchantment description says “spells cost 3% less to cast”, similar to the Diadem of the Savant or the Arch-Mage Robes.

However the effect only applies to Alteration in practice, this is already a well known bug as you can see in notes on the wiki :

I don't know where UESP got the idea that it only affects Alteration, because that's not true at all. The CK clearly indicates that all of the spell schools are given the 3% discount, and that the UI will display "Fortify Spells" and specifically tell you it makes all spells cost 3% less to cast.

Diadem of the Savant is set up in exactly the same way, except for whatever reason Bethesda chose to show all schools individually in the UI instead of combined into one listing.
