The Maximized Capacitor and Overcharged Capacitor are unlocked at the same perk rank, when it's clear that the Maximized Capacitor is a mid-tier upgrade. This is also evident in the Science Lv3 options only having two available mods, instead of the three that would be available at each unlock rank, not including the standard receiver.
