Issue #29593: "Speak to the Jarl of Falkreath" objective permanently stuck in the journal [STILL NOT FIXED]
The "Speak to the Jarl of Falkreath" quest marker still persists after reading the letter from Siddgeir and talking to him. I can still buy the land from Lakeview Manor and progress from there but the marker doesn't go away.
I know you guys have fixed this once but it might worth checking it again. I have installed the latest patch before making this playthrough. Here are the save files before and after reading the courier's letter so that you guys can test it out. Yeah, that was me who reported the issue originally way back in 2014 (see Issue #16406). If there actually still is a way this can happen in a vanilla game then affected saves are going to likely be the only way of hoping to diagnose it, so that was good that you provided them.

I have no idea how you managed to pull this off, but that letter is NOT from Siddgeir, it's from Dengeir. Dengeir should not be Jarl at the time this letter is generated and sent out.
The quest Favor154 is what handles the processing of all of the dialogue regarding this note. Your save indicates that Favor154 started, set stage 0, and then the only other thing done was stage 200 which is the termination stage. No other things in between took place, even though that's where you get told your reward for killing the bandits is that you're now allowed to buy the property. It should not have been possible at all for all of the intervening stages to get skipped like this.

I think it's because I've finished the quest "Rescue from Fort Neugrad" before opening the letter, which could've caused the letter to change its sender property, and since finishing the quest will cause Dengeir to become Jarl and put me in high favor with him, it ultimately locked me out from progressing the quest.
