At the Fallon's Department Store, there's a cotton yarn behind the desk where Reg is that remains owned even after the re-opening.

And at Pinelli's Bakery, the bakery ticket that's on the floor in front of the counter cannot be picked up. The one that reads: 65.

The cotton yarn has ownership set to DN049FallonsClerkFaction instead of DN049FallonsFaction like the rest of the items in the area. This is almost certainly a mistake on the part of the developers because the two factions are right next to each other on the drop down menu in the Creation Kit.

The bakery ticket appears to be buried with the collision of the rubble on the floor. Even though it may have been placed on the floor deliberately, the only way I know of to ensure that it can be picked up properly is to place it up on the counter.
