Issue #29623: Escaped Criminal

 
Escaped Criminal Quest completed without killing the criminal, and each time I return to Vilkas, he says he already gave me work. Cannot complete and the Unofficial Patch did not fix this. Cannot continue on the Companions quest line.

Not able to reproduce this, and the CK data confirms it isn't possible to advance this quest without actually killing the criminal.
