Unless there's something I'm not seeing, there isn't anything wrong with any of those dialogue topics for the children. Personally, I've had their dialogue play out just fine on numerous occasions. You mentioned that you use other mods. Are any of them NPC or dialogue mods, by chance? I ask because some of those are going to have conflicts with USSEP that only become noticeable when you install it, leading to the incorrect conclusion that the patch is the culprit.

Yes, I do have an AI/dialogue overhaul mod. However, when I have them installed seperately, I encounter no error. Even when they are disabled, and only USSEP is enabled, the bug occurs. I suppose it could just be remnants of the AI overhaul mod conflicting with the patch even the former is disabled.
In any case this is the only occasion where I've encountered this bug so far, and the children have a scarce few interesting things to say, so I suppose it's no big deal. Thanks for the help 👍👍

Upon investigating, the dialogue your video shows briefly with only the text is specifically marked by Bethesda to not run in a vanilla game. So you must be using some other mod which has activated the dialogue, but since there's no voice recording to go with it, the game zips right past it.
So that AI and dialogue overhaul mod you've got is probably what did this since the lines are intentionally blocked in the vanilla game - and aren't something the patch touched.
