Issue #30313: DLC1TolanHello2 [0201A1B9]: Non-existent quest stage

 
This topic has a GetStageDone condition check for a non-existent stage 8 in DLC1VQ01. This logically should block it from showing up in the first place, but that doesn't happen.

Reimplemented the fix. The stage condition on the dialogue needed to check for stage 10 instead of 8, and it's a valid line for briefly being able to talk to Tolan before going to Dimhollow Crypt.
