Issue #31314: Dragonborn: Waterbreathing Helmets

 
The Waterbreathing variants of the Chitin Helmet, Nordic Helmet, Stalhrim Heavy Helmet, and Stalhrim Light Helmet aren't found in the same containers as their other enchanted counterparts.

This is following the logic of the SSE Vanilla helmets being part of the other enchanted helmet leveled lists.

This would be something that's considered cut content, as there have been several other similar things that were never brought in but are found in the game files.
