Issue #31330: 00084941 prey below ground, predators arrive too quickly, need guards to patrol sooner
This 1 of 3 prey is below ground. There are 1 to 3 predators nearby. When all 3 spawn, the extra with no prey to chase has a tendency to quickly run down nearby preferred navmesh into town. (It took quite a few runs to figure out why there was so much random carnage the first time that I'd arrive in Dawnstar.)
The 3 prey have a preferred path to town, so it is clear developers intended predators to follow prey into town. There is also dialogue mentioning animal attacks in town. If all 3 prey are available, it takes longer for one or more of the predators to arrive in town, giving the town guard enough time to patrol and intercept. Unique townfolk are too low level to kill lone snow wolves, let alone packs of them. It would also be nice to also move some of the guard starting positions (clustered near the sea) nearer the Inn, but this small patch made a significant difference in my tests. Noting that US*P has already adjusted the 3 predators [0008493B, 0008493C, 0008493D], although that doesn't seem to have fixed the problem. See bug #17351.

But I cannot find any log for moving [000A4491] in the same cell. Was this intentional?
Here's the pair of guards moved closer to their patrol markers on the High road, yet in the same cell so that persistent location information isn't changed.
This is only a guess that it will help fix defences, so I've made a separate patch for testing.
