Issue #31343: Bug fixes for stash random encounters in the recent beta don't seem to be working

 
reading the patch notes for 2.1.3, there was some fixes made to stash's random encounters, however the fixes are not rewally working unless I'm missing something

I started a new save btw, and no conflicts on my load order - I don't even have mods that touch quests

I've encountered stash for the first time, spoke to her and the bodyguards and everything went well

still, the second encounter is not triggering. in the second encounter she was supposed to tell me tha her bodyguards are getting nervous due to jet addiction and etc

however I encountered her 2 times after the first encounter and 1. she doesn't have any dialogue, nor barter option available, only generic "yes" responses and 2. the bodyguards continue the same dialogue from the first encounter "hands were I can see them"

That's a different issue, and we still have a ticket open for that.

BTW, the bodyguards are supposed to repeat their lines from the first encounter.
