This perk gives better prices globally, rather then with just Eleanor ( POISC06_Eleanor [001E1F43] )

Similar kind of perk, and issue to the already fixed CarlaMarkdownPerk [00247E8C]. Just needs a Perk Condition to check if the subject is Eleanor.
