Must be moved with moveto to pick up.

The note is stuck in the collision of the barrel. Since there's no way to fix that due to precombs, the only option is to relocate it. I moved it over next to the skeleton and the Grognak comic.

A word of mention, I 1AD775.setpos x 12653.00 and it works perfectly so it still remains in the same place. It was just buried into the rad barrel to far so I listed it up a bit.
