Issue #31462: Notice To Slocum Joe - Sound Effect
"Notice To Slocum Joe" in Slocum's Joe Corporate HQ in the novice locked desk drawer does the same thing that Sleepwalker's Note used to in the house above Old Gullet Sinkhole where it gives the legendary sound and brings it to focus instead of just adding to inventory, I don't really see anything special about the note. Then recipe in the safe, of course, should have it, but the note seems redundant and as far as I can see holds no benefit to the player.

POISC_Note03 (Sleepwalker's Note) wasn't edited by the patch, so I don't really know why what you're describing would have occurred previously and now it doesn't.
No idea why "Notice to Slocum's Joe" would do that either; the only two edits done by the patch are a text edit and the addition of a pickup sound. Neither should cause that sound effect to occur.

The issue is listed here and may have been fixed by Bethesda, but I do remember Sleepwalker's note behaving the same way.

But, yes, and it's an indoor cell so just head in and check it out at Slocum's. I can understand the recipe doing it, but a note seems useless. I just looked the note up, and it is listed in the bugs section:

To be clear, I have this bug under Fallout 4 Vanilla, not a UFO4P issue. None of my latest bugs are from the patch.
Just as a general note: we don't consider the wikis to be a reliable source of bug information. Their methods of confirming bugs is basically having two people say it happened, when in reality there's no consideration taken into whether the two people who had it occur may have been using the same mod that is causing the problem. That doesn't mean that all of the information found there is false, but we do need more to go on.
Yeah, I realized that you weren't blaming the patch. I was just hoping that maybe we did fix "Sleepwalker's Note" and that would give me some idea on what's wrong with "Notice to Slocum's Joe." I'm thinking this is either a random engine bug or there's some script that is causing the problem to occur. Someone else on the project team is going to need to look into this further, because I don't understand how this could even happen.

I understand the WiKi is created by just normal players. I simply look up information there when I see a bug so I included it in case you could get more information easily. It's not a bible, just an expansion as I've found information that's incorrect, as well..
There is a "FeaturedItem" keyword which the game checks (at engine level) to trigger this behavior. Legendary items have the keyword added with the legendary mods at run time.
The sleepwalker's note (DN100SleepwalkingNote, NOT POISC_Note03. There are two notes related to different sleepwalkers in the game) and the notice to Slocum's Joe (DN124_NoticeToSlocumsJoe) have that keyword too.
A previous version of UFO4P already removed the keyword from DN100SleepwalkingNote.
Removing it from DN124_NoticeToSlocumsJoe will fix this issue too.
