Issue #31489: Barrel Hovering At Far Harbor: 03020F68

 
Upon the entrance of Far Harbor before walking up the stairs to defend the town upon first arrival, Fire Barrel 03020F68 is hovering above the rock.

From the Creation Kit it looks about as good as it's going to get placement wise. If it were lowered any more it would be clipping into the rock below.
