Issue #31550: These Mannequins! - Note 0301087F - Fringe Cove Docks

 
These Mannequins! - Note 0301087F usually appears under the floor which makes it stuck against the ceiling of the lower level at Fringe Cove docks. Boat is a green tug boat SW of Fringe.

What you said about the note clipping into the floor and being visible on the ceiling in the level below is correct, so I've raised it slightly. The claim in the wiki about it floating around in the water above the sunken boat shouldn't be possible given that the DefaultDisableHavokOnLoad script is used.
