Issue #31556: Settlers in Greentop Nursery struggle to stand behind their assigned store

 
Even though a settler is assigned to a store and it's during store opening hours (and the store does not need to be repaired), the settler is mostly wandering in and out of the main house, sitting here and there, not bothering to man their store. Sleeping does not help.

This thread on Reddit claims is something to do with the campfire chairs in Greentop Nursery and that scrapping them resolves the issue. I haven't verified that, though.

Something must be weird at this location. I've noticed a similar issue with guards who are assigned to a guard post. They often times will wander around in the house and lounge around on the blue chairs outside instead of doing what they've been assigned to do.

I have had that problem as well. I usually have to use a mod from SKK to move the markers on my modded game, so if you use mods you can give it a try. Also, if you put the stores in the greenhouse and move the mutfruit plants, they seem to stay assigned. Here's the mod if you want to give it a try:

This is an issue that comes down to where you've placed something. For obvious reasons that's not something we can deal with based on vague reddit rumors about how it might or might not be due to the campfire.
