Issue #31565: Exit Door 1F9977 at Kendall Hospital - Latch Bars
Kendall Hospital exit door has latch bars for exiting the building. There are vans there, that if you shoot them to blow them up, the latch bars drop and the door opens. You can also throw a grenade sometimes and have it open much like shooting the one through the window at the top of Gwinnett to get the brewing recipe. Not sure if there is a havoc setting to turn this off and make it so the player has to physically toggle the latches manually. The real problem is that sometimes when exiting, the latches are already undone and the door is open but sometimes makes an invisible barrier that you have to TCL through or Fast Travel out. On Survival, you're stuck without mods or a jetpack to go back the way you came in to get to the second floor.

This is a potentially game-breaking bug: on paper can softlock a survival mode game.
The problem: if a player drops to the lowest level of Kendall Hospital, cannot go back up, so the only way out is the door with the latch bars. If the bars go back up for any reason (this is the bug), it looks like the player is trapped, but mostly isn't:
- If the player has a power armor with jetpack, can fly back
- If the game is NOT in Survival mode, can fast travel (or if NOT on consoles, can use console commands)
- If in survival mode, cannot use console commands (except with mods), but can only save in a bed. The last bed is a bit higher up, so even if the player saved on that, can simply go back up (the game makes separate saves, thus even if the player's exit-save is on the lowest level, can simply select to load the last normal save and go back up to the upper exit)
- If playing on survival mode difficulty AND deletes every save, then exit-saves and cannot use the Institute teleporter...then it can be game-ending (softlocking).
If the player has ONLY a single save AND saved on the lowest level, it is stuck, since cannot go back up, cannot use console commands and cannot fast travel (and if in survival on console, cannot use most mods either, like enable console commands).
In my tests (only on PC Survival mode) the bug consist even after reloading the game or the whole area. The latches (even if previously unlocked manually from inside) can go back up (the door itself is open, but the latches are up and are inpassable). The bugged latches can be pointed out for a companion, but none of them interact with it, nor can be shot down and the player have no option to unlock them.
Current solution: parkour.
A trapped player can (in first person view) jump up to the wooden rubble, from there the smaller metal box, then the cage, the larger metal box, the cylinders on top of the larger metal box, then finally back up to the next level, where can go back up to the upper exit. It isn't easy, but doable.
