How then can I debug this? Other than USSEP I have Unofficial Creation Club Content Patch. But xEdit shows no other mods modifying this record.

This is either a quirk in the Russian version of the game or is the result of a mod that has indirectly altered the records for Cooked Boar Meat.

In either case it's not a bug in the English version of Skyrim, which is all we are able to directly support. If it's a translation issue you'll need to see if the people handling the Russian translation of the USSEP can help with this.
