Which ones are muted? Do you use any AI or dialogue mods? We had a report of a similar issue from someone else, but it turned out that the lines that didn't play were being enabled by another mod and shouldn't have been since they are blocked in the vanilla game (Issue #29922).

All of them are muted. I didnt use any AI or dialogue mods. Only generic responses like "huh" are okay but the rest of the dialogue lines are muted.

This is not possible in an unmodified vanilla game. All of his lines that are intended to be spoken under vanilla conditions work fine. You have a problem with your installation.
