Issue #31581: Farkas will not wear wolf armor set until after he transforms into a werewolf

 
Farkas will wear the default set of steel armor instead of wolf armor until he transforms into a werewolf and back during proving honor quest

This issue was fixed a long time ago, in another age, on Issue #288. You have something installed which is reverting the fix.
